Sci-Tek provided Phase I Environmental Site Assessments (ESA) to encourage future development in the Homewood neighborhood of the City of Pittsburgh. There are a total of 29 parcels slated for development. The parcels are scattered along N Homewood Avenue, Hamilton Avenue, Frankstown Avenue, Bennett Street, and Felicia Way. The subject parcels were grouped into three categories (A, B, C) based on address proximity.

The ESAs were performed in general conformance with the scope and limitations of the USEPA’s All Appropriate Inquiry Rule and American Society for Testing and Materials (ASTM) “Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process”, E-1527-21, and “Requirements for a Phase I Environmental Site Assessment” and the EPA’s All Appropriate Inquiry Rule.

For this scope of work, Sci-Tek:

  • Provided a description of the subject site including current land uses.
  • Provided a general description of the topography, soils, geology, vapor intrusion pathways, and groundwater flow direction.
  • Reviewed reasonably ascertainable and reviewable regulatory information published by federal, state, local, tribal, health, and/or environmental agencies pertaining to the project area.
  • Reviewed historical data sources for the subject site, including aerial photographs, topographic maps, fire insurance maps, city directories, and other readily available development data.
  • Conducted an area reconnaissance and an environmental review—including a visual inspection of adjoining properties—with a focus on indications of hazardous substances, petroleum products, polychlorinated biphenyls (PCBs), wells, storage tanks, solid waste disposal pits and sumps, and utilities.
  • Interviewed the current owner of the subject site and other persons with knowledge of the development history of the subject site.
  • Prepared a written report of methods, findings, and conclusions.
