Sci-Tek provided preliminary environmental engineering services for converting Station Street and Euclid Avenue from one-way to two-way traffic streets in the East Liberty section of Pittsburgh. This project encompassed 15 blocks of urban streetscape. The result of the traffic conversion will ease traffic patterns in the East Liberty area. Sci-Tek’s scope of work included:
- Task 50 Hazardous and Residual Wastes Assessment
- A non-invasive, Phase I Environmental Site Assessment (ESA) in accordance with the PennDOT Publication 281 Waste Site Evaluation Procedures for the Transportation Project Development Process (April 2010). The PennDOT Phase I ESA included an investigation of historical documents, online environmental regulatory databases and field investigations including review of roadway construction plans, Sanborn maps, and other historical documentation.
- Appropriate inquiry into the environmental characteristics of the parcel of real estate, as established by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the Superfund Amendments and Reauthorization Act (SARA), 42 USC 9601 (35) (B).
- Task 60 Section Section 4(f) Evaluations
- Assessment of the project area for applicability to PennDOT Section 4(f) regarding sensitive natural habitats and environments and potential threatened/endangered species.
- Completion of the Section 4(f) non-applicability form based upon Section 4(f), Chapter 6 and 8 criteria, as applicable.
- Task 80 Level 1B Categorical Exclusion
- Environmental studies and generation of environmental documents applicable to the project site in accordance with PennDOT Categorical Exclusion (CE) Evaluation Handbook (PennDOT Publication 10B.
- Documentation of Level 1B CE using PennDOT’s Engineering and Construction Management System (ECMS). Sci-Tek addressed key issues including cultural resources (archaeological resources), hazardous waste, natural resources (streams, wetlands, and floodway/floorplans), and maintenance and protection of vehicular and pedestrian traffic during construction. Assessment included one Build Alternative in addition to a No Build Alternative.
