Sci-Tek provided surveying services associated with the Norman J. Blumberg Demolition Project located in the 29th Ward of Philadelphia. The Norman Blumberg Apartment Neighborhood, located in North Philadelphia, was a block of mixed high-rise, mid-rise, and low-rise apartment buildings that comprised an area of approximately 8 acres. The goal of the demolition project was to revitalize the neighborhood, which has been blighted since shortly after construction in 1967. Demolition of the Blumberg Apartment buildings began in the spring of 2016. One building was retained was to be used for senior housing. Sci-Tek provided an ALTA/NSPS Land Title Survey of post-demolition conditions of the site.
- Obtained and reviewed available information provided to Sci-Tek prior to the commencement of the ALTA/NSPS survey work, which included record deeds, right-of-way plans, easement documents, and a title commitment or opinion. Sci-Tek used this for project planning and management.
- Performed a PA One Call web entry ticket for excavation according to PA Act 287. This was to have utilities marked in the field to facilitate the survey.
- Performed a field survey to establish horizontal control points that are referenced to the State Plane Coordinate system (Zone- PA South). The survey was performed to the accuracy needed to map 1-foot contours and necessary spot elevations. Visible features of underground utilities, as well as markings provided by PA One Call System responders, were located within the confines of the survey area. Sanitary and storm drain structures were also surveyed and, where accessible, pipe size, type and inverts were recorded and mapped. Remaining structures, improvements and vegetation or vegetation lines were also surveyed and mapped.
- Processed survey data and delivered a preliminary PDF for client review and subsequently a final PDF of the ALTA/NSPS Land Title Survey.
The ALTA/NSPS Land Title Survey was performed in accordance with the Minimum Standard Detail Requirements for ALTA/NSPS Land Title Surveys (Effective February 23, 2016).
