The City of Pittsburgh’s goals of this project are to renovate the entire existing 3-story facility (28,277 SF) and site (97,852 SF) to highlight historic character, increase energy efficiency, and improve exterior and interior spaces to better serve the public. The facility is to be operational year round for CitiParks and the community at-large. As a subconsultant to the Architect DLA+, Sci-Tek performed a Phase I Environmental Site Assessment (ESA) for two parcels of property located at 329 East Warrington Avenue. The Phase I ESA included the following tasks:

  • Find identifiable uses of the property, based on reasonably ascertainable and practically reviewable standard historical sources, from the present back to the property’s apparent first developed use, or back to 1940, whichever is earlier.
  • Inquire about the site and surrounding properties to appropriate federal, state, and local agencies, including review of the NPL and CERCLIS lists, corresponding state lists, Emergency Planning and Community Right-to-Know Act records, and other appropriate records.
  • Discuss with individuals knowledgeable of the site including (if available) current and previous owners, neighbors, and employees regarding the site’s history, current and previous uses, utilities, operations, management, waste management practices and other environmental considerations.
  • Perform a property visit to evaluate the interior and exterior of any buildings on the property and surrounding areas to identify evidence of recognized environmental conditions (RECs) that may require remedial action.
  • Document observed evidence of aboveground and underground storage tanks and observed nearby environmental risks that may affect the site’s environmental condition.
  • Review permits and compliance documentation of owners and operations on the site, where appropriate.
  • Perform a file review on associated storage tank identification numbers at the Pennsylvania Department of Environmental Protection (PADEP) offices.
  • Identify abandoned mine openings, portals, entrances to caves, and evidence of acid mine drainage.
  • Present a written Phase I ESA report including photographs, conclusions, and recommendations.
