Beacon Communities, LLC (Beacon) is preparing to purchase a site in the Uptown neighborhood of Pittsburgh located at 2116-2130 Fifth Avenue. For the subject site, Beacon is proposing a lot consolidation and a 6-story apartment building, possibly with underground parking. Sci-Tek was retained to provide the following environmental services prior to the purchase and development of the site.
Phase I Environmental Site Assessment of eight adjacent parcels located on 5th Avenue.
- Provided a description of the subject site including current land uses.
- Provided a general description of the topography, soils, geology, vapor intrusion pathways, and groundwater flow direction.
- Reviewed reasonably ascertainable and reviewable regulatory information published by federal, state, local, tribal, health, and/or environmental agencies pertaining to the project area.
- Reviewed historical data sources for the subject site, including aerial photographs, topographic maps, fire insurance maps, city directories, and other readily available development data.
- Conducted an area reconnaissance and an environmental review—including a visual inspection of adjoining properties—with a focus on indications of hazardous substances, petroleum products, polychlorinated biphenyls (PCBs), wells, storage tanks, solid waste disposal pits and sumps, and utilities.
- Interviewed the current owner of the subject site and interview other persons with knowledge of the development history of the subject site.
- Prepared a written report of methods, findings, and conclusions.
Asbestos Survey of a three-story commercial building located on the site.
- Collected asbestos (ACM) bulk samples and submitted samples to a National Voluntary Laboratory Accreditation Program for analysis.
- Prepared a final report including identified ACM including type, condition and estimated quantities, bulk sample methodology based on the observations and findings, and laboratory reports and recommended response actions.
