The Philadelphia Housing Authority (PHA), the largest housing agency in the Commonwealth of Pennsylvania, and the fourth largest in the nation, serves nearly 80,000 residents. PHA is organized under the laws of the Commonwealth to develop, acquire, lease, and operate low-rent housing programs. Sci-Tek is a prime consultant providing on-call environmental services since 2016 on various projects throughout Philadelphia. These projects involve new developments, redevelopment, or major rehabilitation projects. Task orders include:

  • Harrison Plaza Apartments/Harrison Senior Tower – Performed a Phase I Environmental Site Assessment, lead in drinking water sampling and testing, asbestos sampling and testing, and radon testing in preparation for renovations of the 112-unit high-rise residential apartment building. Also provided a Phase I ESA Update as part of the preparation for renovation of the apartment building into a senior living high-rise.
  • Federal Housing & Urban Development (HUD) Environmental Record Reviews – Performed property visits and natural resource and environmental database searches to evaluate the properties and their surrounding census tract areas to identify evidence of recognized environmental conditions that may require environmental sampling or remedial action.
  • Phase IA Archaeological Investigations – Supervised the archaeological investigation of four lots. Sci-Tek also supervised geomorphological assessments of each parcel to determine the extent and nature of potential cultural artifacts, fill, and/or natural soils that could impact future site development.
  • Phase I Environmental Site Assessments – Performed Phase I Environmental Site Assessments to provide a professional opinion on the potential for recognized environmental conditions (RECs) on or near these properties:
    • Ridge Avenue – purchase of the property to allow expansion of PHA facilities.
    • The Blumberg 4B Property – redevelopment of a 1.4-acre vacant lot for residential housing.
    • Gladys B Jacobs Manor – renovations of an older adult mid-rise with 80 units.
    • Herbert Arlene Homes – renovations of a 32-unit community in the heart of North Philadelphia near Temple University and Fairmount Park.
    • Seybert Street/Ingersoll Street and Oxford Street/Turner Street/ Cecil B Moore Avenue – large tract property dispositions of 190+ lots to be used as affordable housing.
