The Clean Watershed Needs Survey (CWNS) serves as a benchmark for capital improvement needs to satisfy clean water goals and for Congressionally-directed resource allocation. Outreach to public or privately owned entities that may have or anticipate capital improvement needs is expected to fully develop a statewide compendium of clean water infrastructure needs. The goal of this project is to improve, protect, and restore public health and the environment by surveying the capital improvement needs related to Pennsylvania wastewater, stormwater, non-point source, and decentralized wastewater treatment projects. As a subconsultant to Gannett Fleming, Sci-Tek provided the following services:
- Acquired Pollutant Reduction Plans (or capital improvement plans) for 30 MS4 Permittees. Prepare a list of capital projects listed in these documents, including published cost estimates, and other supporting documentation as required in the Coordinator Manual.
- Communicated with the owner of each capital plan to remove capital projects that have been completed or have funding committed per the date listed in the Coordinator Manual.
- Acquired from PennVest the most recent IUP and the CWSRF funding applications for the past four years. Review and determine which projects are unfunded.
- Prepared the relevant Technical Information (facility type, point of contact, location, etc.) and Project Needs Data from each capital plan and unfunded project for upload into a data portal provided by Gannett Fleming.
- For facilities projecting needs >$40M, annotated the capital plans as defined in the Coordinator Manual using PDF editing software, and documented where information is found. Uploaded annotated documents to the data portal provided by Gannett Fleming.
